Added FOCUS-39782 - Communication Platform: Associate Student with Migrated Parent Chat Messages

Before the branch was implemented, messages that were transferred from the older Focus chat system might not have been associated with a specific student when they came from a parent. This oversight treated these messages as staff-to-staff communications, inadvertently allowing teachers to continue messaging the parent of a student who had moved on from the school. With this new branch, the migration process ensures that each parent message is correctly tied to its respective student. If the student is not scheduled in the current year, it restricts the teacher from continuing communication with that parent.
