Added FOCUS-39638 - Communication Platform: New District Options on Compose

This branch introduces changes to the compose screen's functionality based on user feedback and further considerations. When the "district" option is selected for sending messages, two other options on the screen will now be disabled: the ability to add a log record and the permission for students/parents to reply. This decision ensures clear communication lines when messages originate from the district level.
