Added FOCUS-40074 - Communication Platform: Improved Display of Special Characters

Prior to this branch, the use of specific special characters in a message would result in unexpected behavior or display anomalies. This update addresses this issue, ensuring that these special characters are handled and displayed appropriately. However, it's important to note that if a special character was previously saved incorrectly, this update will not rectify that particular instance. For those using MSSQL, instead of displaying the problematic special characters, they will be replaced with a "?" symbol with this update.
