Added FOCUS-45579 - Communication Platform: Check Email Format When Sending

This update enhances the Communication Platform by preventing the system from attempting to send emails to invalid email addresses that bypassed UI validation, such as those imported or added through other means. Previously, invalid addresses would cause an error when the queue attempted to send messages. With this improvement, the job now detects these invalid email addresses before attempting to send the message, reducing errors and improving overall functionality within the communication system.
