Added FOCUS-47804 - SSS: Auto-Update IEP Accommodations Duration with Plan Dates

This update improves the SSS module by allowing IEP Accommodations duration dates to dynamically update when the IEP Plan or Review Dates change, provided the schedule is set to use those dates. Previously, fixed start and end dates were saved during setup, requiring manual adjustments. This behavior now mirrors the Goals screen, ensuring accommodation durations stay in sync with IEP timelines when the appropriate setting is enabled.
